Adult-use retail sales are not yet licensed or open in Virginia. The CCA's article Virginia's New Marijuana and Hemp Laws: What You Need to Know, dated July 1, 2026, says: "Virginia will launch regulated retail marijuana sales on July 1, 2027." It says the CCA will create regulations and "establish a licensing process for businesses," and that application timelines and eligibility requirements are not yet set. Details will be posted on the CCA website as they become available. Another CCA notice, dated July 6, 2026, says the CCA is seeking stakeholder feedback on future regulations for the regulated market.

The CCA article does not state possession limits, home cultivation limits, taxes or municipal opt-in rules, so we do not state them here. Check the CCA and the Virginia Department of Taxation before you publish any figure.

We checked the CCA site only. Whether a later budget or session action changes the 2027 date is something to confirm on the CCA site before you rely on it.

Medical cannabis is operating. The CCA reported on September 17, 2026 that a medical cannabis dispensary opened in Health Service Area 1 ("Medical cannabis patients in Virginia's Health Service Area (HSA) 1 now have an option").

The same CCA article says hemp regulation moves from the Virginia Department of Agriculture and Consumer Services to the CCA, with the move anticipated in August 2026. It says the "25:1 ratio" that allowed higher THC is eliminated. It also says that starting August 15, 2026, a hemp product with "more than two milligrams of total THC per package" cannot be produced or sold in Virginia. Existing Hemp Product Retail Facility Registrations remain valid until they expire.

Smoke shops, vape stores and CBD shops should read that article and the CCA hemp pages before they write or keep any copy about THCA or other THC-containing hemp products. Earlier versions of this page described hemp-derived THCA as compliant. We removed that statement because the CCA's published limit points the other way.
