Methodology
How these classifications are set
Tiers follow the National Conference of State Legislatures: Table 1 for comprehensive medical programs, Table 2 for low-THC and CBD programs. Where DISA and NCSL disagree, NCSL is the tie-break and the disagreement is noted on the state. That is why Idaho is the only market listed as full prohibition: it is the one state with no medical, low-THC or CBD program at all. Status verified 2026-07-28. Cannabis law moves quickly, so confirm with the state before acting on anything here.
